• The city of Benguerir is an intermediary city with a population of over 100,000 inhabitants that has experienced significant territorial growth since 2009. This growth is attributed to major development programs, including the Mohammed VI Green City mega-urban project. Benguerir aims to be a model city for sustainable development and environmental protection, centered around one of Africa's most significant universities, Mohammed VI Polytechnic University. This university aspires to become a global hub for Morocco and Africa as a whole. In September 2019, Benguerir became part of the ASToN (African Smart Town Network), a network of eleven African cities seeking to use digital transformation as a catalyst to become more inclusive and sustainable cities. With the urban development of the city, new residential areas, squares, and gardens have been created, along with an increase in the number of streetlights. However, human and material resources did not keep pace with this growth. To address the challenges arising from these disparities, the digitization of certain municipal park services was introduced.
The goal was to provide citizens with quality services and bring local government services closer to them. The municipality launched a new platform called "ALLO MOWATEN" on February 20, 2020. This platform is accessible through the municipality's website, www.communebenguerir.ma. The goals of this solution are: Facilitate communication between the Municipal Park and citizens; digitize service requests related to: Public lighting; garbage collection; green space maintenance. This new service has enabled the municipality to respond rapidly to citizen grievances, enhancing citizens' trust through swift and efficient action.
